Are Arenas on the way?
Players have wondered whether Arenas will appear in World of Warcraft: Forever. In the Riverglades, a new zone in Forever, there is now a possible hint.
The zone contains a neutral Goblin hub, Powderfuse Port. An NPC there may suggest that an Arena will be added later.

Jazzle Cheapshot and his line
A similar small caged arena exists in Gadgetzan in Tanaris and was even used for a Warrior rune quest in Season of Discovery. So it may be just decoration or part of a quest.
Jazzle Cheapshot's final line is "Come back when I get this place up and runnin'", which hints that the makeshift cage may be used for something more later. It could also simply mean a Ring of Blood-style quest chain for higher levels, though it is questionable why Blizzard would write text just for low-level players.

A symbol for the Arena?
Perhaps the cage is not the Arena itself but merely a symbol, and Jazzle Cheapshot is the person you talk to in order to queue for Arenas, much as it started in The Burning Crusade. In TBC, Goblins were always the ones to talk to for Arena queues, so it would fit.
For now, players have to wait until WoW: Forever launches. In the meantime, it can't hurt to have some duels here.
